For Windows users the latest Photoshop Elements runs about $100, about $150
when bundled with Premier Elements for video production. I do not know about
Mac version pricing. You can also find a 1 or 2 generation old version
bundled with a Wacom Bamboo table for $100 which is an excellent buy in my
opinion. These are retail store prices and can probably be beat with
diligent internet searches.

Most of my computers are Linux based, and thats why i'm using GIMP for
many years.
My photo editing skills are not good enough... So GIMP is OK for me.
