Actually curves (or a subset) are in the latest Photoshop Elements, just not
obvious. Since I don't have a recent edition I cant't reference it for you.

For Windows users the latest Photoshop Elements runs about $100, about

when bundled with Premier Elements for video production. I do not know

Mac version pricing. You can also find a 1 or 2 generation old version
bundled with a Wacom Bamboo table for $100 which is an excellent buy in

opinion. These are retail store prices and can probably be beat with
diligent internet searches.
PSE for Mac OS X is around $90 depending upon where you buy it. I
would NOT buy an outdated version ... it limits which version of
Camera Raw you can use with it, which limits RAW conversion
capabilities ... depending upon what camera you are using, you might
not need the latest Camera Raw, of course, but the other thing is that
in PSE you only have the 'basic' mode Camera Raw operation without all
the more sophisticated capabilities. Enough for a lot of work but less
convenient.
The Mac OS X version of PSE does not include the 'album' image
management components that the Windows version does, IIRC. This, to
me, is a major lack ... no different from PS CSx, but one of the
reasons I am so big on Lightroom.
To me, the major editing deficiencies in PSE itself are a lack of
color management options (not important for many, I'm sure) and the
lack of the Curves tool palette (essential to my PS editing
methodology). I'm not sure whether the latest version has Curves
tools.
I also don't know how sophisticated the current version is regards
layers and 16bit editing capabilities. Layers in particular (one of
the primary ways of implementing any and all forms of compositing
including HDR, creative localized sharpening, etc) is one of the major
reasons why I go to Photoshop nowadays since everything else is
handled so well by Lightroom for my kind of photographic editing.
