I just recently  discovered that LR Print Module (at least in LR-2.4)
can "print" to a JPEG.  This may be useful in your case, since
the Print module allows you to set the  page size to the desired format,
and then easily adjust the photo within the  boundaries.
After that, you can "print" to JPEG (haven't done that myself  yet), 
and send that file to the  shop.

Yes, I discovered print to  file recently too. I could take one of their 
templates and layout multiple  photos on a page then print it to file and save 
it.

This came in handy as  I didn't like the way LR had "grayed it down" and I 
could go in and edit it and  bring the color back up. (The grayed down look 
was a default part of that  template.) I am sure there is some plug-in 
template somewhere that was similar  without the grayed out look, but saved me 
having to hunt for it.

And it  was just nice to be able to save a multiple-picture-on-page  layout.
