Here, it's the adults who are scarred from seeing teens (and younger)
drunk enough to pass out, run in front of vehicles or commit various
crimes.  Police have the authority to confiscate alcohol for
immediate destruction (usually poured down the nearest drain) from
anyone found to be in posession when underage.  Unfortunately cheap
alcohol is so cheap here that it is not really a deterrent.


North Carolina laws on under-age drinking are fairly draconian and target the source, whoever provides alcohol to under-age drinkers.

Stores can lose their license to sell beer and wine, and clerks can get big fines, as well as jail sentences. From time to time, alcohol Law Enforcement uses under-age "operatives", usually female teen-agers, to test stores.

Gives a whole new meaning to the term "jail bait".

Plus in NC, your drivers license is at risk if you buy alcohol for under-age drinkers or if you are under-age and purchase alcohol using someone else's ID. Both parties can lose their driving privilege.

And god help you if you buy alcohol for or sell alcohol to an under-age drinker and they get arrested for DWI.

Doesn't stop under-age drinking completely, but it does constrain it somewhat.
