Weeell, my proposal is not to discriminate against "inferior" socio-economic classes. It should be an across the board, world-wide practice. EVERY person who wishes to have children should be able to prove their ability to parent. There are many, and often the WORSE cases of child abuse/neglect are inflicted by highly educate, affluent individuals who simply have sociopathic tendencies or not innate morals or ethics.
But that's exactly what it is, discrimination against "inferior" whether it's based on socio-economic accomplishment, education (which is really access to education based on socio-economic class), morality or "proof" of ability.
WHO decides what constitutes "proof" that someone is fit to have children? What are the criteria on which the decision is made? What provision is made for those found lacking to make themselves worthy?
The power to make that decision for others is so inherently corrupt, what institution will you trust with it?
No matter how many different anecdotes you can come up with to indicate someone is too stupid to be allowed to have children, they all have one common thread ... by the time the evidence is clear it's already too late to keep them from having children.
So, again, what gives you the wisdom that I should trust you to decide BEFORE HAND who is fit to have children and who is not? And what is the basis on which you will make that decision? What recourse will you grant to those whom you deny?
The very idea that any institution would have the power to determine who may and who may not reproduce is morally corrupt. There is no way to accomplish the task without dividing the world into desirables who may reproduce and the undesirable sub-humans who may not.
