My credit card company in the Netherlands would not allow me to register my 
card for PayPal transactions. When I queried it, they replied that at that 
time they did not consider transactions to that particular place (wherever 
their account is based) to be secure. Oddly, I was able to register the 
same card for transactions on Billpoint, the ebay payment system.

On an aside, I've just played through a ridiculous scenario with microcell 
solutions who have the Fido GSM network in Canada. I had a pay-as-you-talk 
arrangement but decided to upgrade to a monthly scheme so that I could take 
advantage of the roaming  arrangement when I made a trip to the USA 
recently. I duly registered my credit card for the monthly billing, no 
problem. When I found out during my trip that in fact there was no roaming 
agreement where I was in the US I cancelled the monthly scheme and went 
back to pay-as-you-talk. I then had to re-register the credit card to top 
up the talk time. It was refused because the owner of the phone (me) wasn't 
the main credit card account holder. Ehhhh???
I switched to Telus.
