It isn't. There's a fairly hefty fine for anyone caught doing that.
Not to mention that the tags get confiscated, and Grandma has to jump
through hoops to get them back again (if she's lucky).
When we go to Infineon Raceway the California Highway Patrol are out
at the entrance to the handicapped parking lots. If you don't have
the appropriate paperwork with you in the car (even if Grandma is
present) the tags get confiscated.
Too bad everybody doesn't enforce it like that.
That doesn't cover everything anyway. There's not enough cops in the
whole country to monitor EVERY handicap parking space, especially where
they aren't in separate lots.
Unless the police actually see a driver pull into a handicap space, how
are they going to know if the person assigned the tag is actually not
there? I doubt they've got time to sit there like a cat outside a mouse
hole just waiting to see if it's some scofflaw who comes back to the
vehicle.
Still doesn't address my other gripe. The diner had three handicap
spaces out front and two of them didn't give handicap access.
The two left hand spaces needed to be around the corner on the front
right so they'd be where the handicap ramp is located. Anybody who uses
those spaces has to walk/roll/creep/crawl all the way around the right
most space to get to the ramp.
Get that sorted out, and then we can talk about how fugly the handicap
signage is.
Ain't no skin off my nose, 'cause I can't/won't park there anyway. But
it does lean on my irritation button to think someone who DOES deserve
it can't get to it because of some abuser.
