I don't think I've ever heard of an OS vendor doing something like this before. Surely the only inference one can draw from it is that their OS is not good enough to protect itself properly.
That or they're just out to get Adobe. That wouldn't necessarily be a bad thing - the latest versions of Lightroom are now too bloated for me to run them comfortably on the boxes I currently have.
