Microsoft, Java/Javascript in IE. Any console system, every other cell phone except Android and webOS Based phones.
In this case, Apple is NOT an OS Vendor, they're selling a box and a way to distribute content to said box, then saying they're not going to give a 3rd party control of part of the deal.
