It's all the fault of the parents. It's a special kind of idiot that leaves a young child in command of an operational motor vehicle. On a stupidity scale, it's even dumber than leaving a baby to bake in a child seat. At least that only has the opportunity to kill the infant. Leaving a 4 year old in charge of a running car (or even a stopped one that has the keys in the ignition) has the potential to kill both the kid and a whole slew of passerbys. If a person wants to commit infanticide on their spawn, that's all well and good. While I don't approve, it's their business and the law will deal with them, but don't involve me in your retardic episode by letting some 4 year old toss a car into gear and potentially take out me and my family.
