Equal blame should accrue to Sen. Phil Gramm (R-Texas), Rep Jim Leach
(R-Iowa) and Rep Thomas Bliley, Jr (R-Virginia) who pushed the bill
repealing Glass-Steagal through Congress.
The R's controlled both houses.
Clinton signed it, but they passed it.
