Didn't matter whether the cap was on or off.

The design of how the filler neck connected to the gas tank was vulnerable in rear impact collisions.

The vulnerability was over-stated to some extent. An impact sufficient to puncture the fuel tank in the Pinto was of questionable survivability otherwise because of the vehicle's small size.

Over the entire production run, the Pinto's safety record was comparable to other vehicles of all sizes sold in the U.S. and actually slightly better than comparable imports of that time.
