I reckon such is the problem in any country. It is however the deep moral issue (in my eyes) that you seem to raising here, if not explicitly but implicitly for sure. I shall not voice my opinion in order not to provoke more of this discussion, but I would like to point out that it is not something that has a clean cut solution or a definite answer.
