Does a decent job of it, but not really within its paradigm. It's intended that you manage photos via keywords & collections, not folder heirarchies, but you can force it to do the latter (as I do). I've found myself pretty much forced to use it, as the alternatives all have bigger issues (mostly that MS Expression Media 2 is an ungodly buggy piece of shit and other options are either too crippled or too expensive) when I found myself needing both a better uploader for Flickr (and Facebook, where I post event stuff for school) and a better filebrowser than Bridge.
