That's really not an either or choice there. Those are complementary
lenses. The difference in AOV between the minimum focal lengths will be
huge. 109.5° at 10mm vs 83° at 16mm (measured diagonally but you get
the idea). So the answer is you should get them both. Now, isn't that
easier?

Anyways, I think I pretty much have it narrowed down to either the:
2. PENTAX-DA* 16-50mm f/2.8 ED AL[IF]SDM - about $1400
Or
4. Sigma Lens 10-20mm f/3.5 EX DC HSM - about $927
I just think that the 12-24mm is just that bit too slow.
