Stan, believe it or not, I've had at least two situations when the sun was between dark clouds close to the horizon, but locally there were no clouds over the head, and hence it was much brighter.
I am not claiming that photographer didn't manipulate[*] the photos. It's just that such a light situation can occur naturally as well.
