I wondered about that too but apparently images released by the White House are in the public domain: “Pursuant to federal law, government-produced materials appearing on this site are not copyright protected. The United States Government may receive and hold copyrights transferred to it by assignment, bequest, or otherwise.” Whether that allows manipulation of the photos in the way Der Tzitung has done, I'm not sure.
