I wondered about that too but apparently images released by the White
House are in the public domain:

“Pursuant to federal law, government-produced materials appearing on this site 
are not copyright protected. The United States Government may receive and hold 
copyrights transferred to it by assignment, bequest, or otherwise.”

Whether that allows manipulation of the photos in the way Der Tzitung
has done, I'm not sure.

Definitely was mentioned as not permitted here...
... but it was altered by the White house already by pixilating the top secret Document on the table by Hillary... and when they showed the shot in the media here they mentioned that specifically.

I thought it was a great shot.  Those individual faces say so much.
