I've used a spotmeter when photographing sunsets, and taken my reading from the 
spot where I wanted the color density to be approximately that of 18% gray, 
usually right next to the ball. That retains the color. However, your 
foreground will be dark. The solution to that is HDR or multiple exposures, as 
others have noted.
