I'd do it in layers. The sky is the problem. Do a layer, work the noise reduction in it to make the sky look good and then erase it where you don't want noise reduction.
Conversely, you could probably use the magic wand to select the sky, and work it separately, either as a new layer or just on the background.
Either way, I don't really think a global solution is the way to go, though I do think the image has sufficient merit to try to prettify.
