I'd do it in layers. The sky is the problem. Do a layer, work the noise
reduction in it to make the sky look good and then erase it where you
don't want noise reduction.


Rather than erase, consider using a layer mask.

Conversely, you could probably use the magic wand to select the sky, and
work it separately, either as a new layer or just on the background.

Either way, I don't really think a global solution is the way to  go,
though I do think the image has sufficient merit to try to prettify.
