I don't size down for them... I let them do it.
Since I upload photos to my smugmug page that are 300ppi and 3600 pixels across - usually I just send those.

If i'm using older images I might make 'em closer to what they require but never try to match it. Some of my images that were there before the
big change are too soft as a result not, I think, of their previous
boundaries, but of my submitting photos trying to match their exact requirement.
