Follow-up... got an email from the web developer for the PPG that explains why my Gust Front image looks soft at the larger size...
"We have temporarily fixed this by adding in one of the lower resolution resized versions in to display for your image, however if you would like for the original image (resized to 900 px height) to be used for the large image in the carousel could you please send that original file you uploaded so that I can manually fix this for you?" So I sent him a correctly sized image directly. It's not fixed yet, but we seem to be moving in that direction.
