Only on raw image files; LR will follow its set defaults for
processing DNG and native raw files in the Develop module.

JPEGs, TIFFs, PSDs, etc are considered finished unless you change
things so brightness will also default to 0 in Develop. In the Library
module's Quick Develop, everything is assumed to be a finished image
file.
