I think it could also be related to the fact that changes in Quick-Develop are RELATIVE values while the ones in the regular develop module are ABSOLUTE. So the '0' just means 'no change from the default' and the 50 IS the absolute default value. You can actually make good use of the difference if you want to adjust brightness (or some other property) over a series of images. Doing that in develop would set the brightness to the exact same value, while doing it in Quick-Develop library mode would make all the images the same amount brighter or darker. So synchronizing (or copy/paste) such changes to many other images that where NOT nearly identical in exposure, works a lot better in Quick-Develop for settings like exposure or brightness.
