It was designed that way, but folks call that "bandwidth-stealing" now if you hotlink their images from your site. And it's for a practical reason ... Say you have a basic $5/month limited hosting service with your blog "Cormo-Rants" on it. One day somebody from CNN hotlinks an image from your site, and suddenly your daily bandwidth usage goes through the roof.
