It was designed that way, but folks call that "bandwidth-stealing" now
if you hotlink their images from your site. And it's for a practical
reason ...

Say you have a basic $5/month limited hosting service with your blog
"Cormo-Rants" on it. One day somebody from CNN hotlinks an image from
your site, and suddenly your daily bandwidth usage goes through the
roof. Your host shuts down your site when your monthly allotment is
used up in 4 days.
