Image processing improvements is one of the things that drive my computer hardware updates. It's why I bought new computers and displays in 2011, my 2006 generation systems were no longer capable enough. It's part of the costs of doing photography, far as I'm concerned.
i agree, if you are committed to keeping up with digital photography, you also need to keep up with software; the balance can vary, though — i've put a lot more into the computer than the camera, because i see an efficient workflow as a path to developing my shooting skills (it lubricates the process of reviewing my own work), whereas i still get pretty good images from my five year old camera and 20-30 year old lenses; the computer also helps with a lot of other things i do, so i guess i get more incremental usefulness for my money from the computer
there are other paths that are valid — working with older computers can be very inexpensive, and it imposes a bit of discipline, i suppose
as for why LR4 for me, it's because it promises better exposure tools than Aperture, and it will make a good test of workflow possibilities compared to Aperture; i've barely started with it (LR4.1RC), but so far i'm not thrilled with the interface, for example it lacks a tabular list view (looks like i'll have to buy a plug-in for that) and it can't even show its preferences window without disabling full screen on 2nd display
