Yes, pulling over into a no parking area (including bike lanes) to use a phone 
or text is a problem here, too.

I guess they think they're doing "the right thing", but forcing me as a cycling 
into fast-moving traffic that is already having to squeeze into an adjacent 
lane because the phone talker is taking up a whole bike lane plus half a car 
lane is likely more dangerous than just chatting while driving.

We have a similar rule but I don't know if it extends to bikes.

It led to a new problem.  People who decide their ringing / beeping phone is so 
important that they'll pull over on yellow lines to attend to it, usually 
blocking a cycle lane or footpath in the process as well.
