We have a similar rule but I don't know if it extends to bikes.
It led to a new problem. People who decide their ringing / beeping
phone is so important that they'll pull over on yellow lines to
attend to it, usually blocking a cycle lane or footpath in the
process as well.

You have a better chance of avoiding them (and of them not running over
you) when they're sitting still.
