Hey Frank, I have to admit that I'm a bit cynical myself. Living in a tourist town has its disadvantages. Locals who are looking for a handout try to make eye contact or pretend that they are asking you a question. Once you've made eye contact or slowed down to answer their question, they've won have the battle. Now the aim is to pester you until you give them some money to get them to just go away.
I've lived down here since 1974, but walking around with a camera immediately identifies me as a likely tourist. So, I avoid eye contact, and if I get a "Sir, may I ask you a question?", I answer with "no".
