I run in a similar "problem", albeit in a somewhat different workflow.
I had a thought that the slow-down happens due to the disk I/O.
So, if that's the case, for just the rating process, when you don't need
to peep at the actual pixels, having smaller previews may speed it up.
However, I haven't experimented with that myself yet.

If my guess is correct, you may want to first generate smaller previews, 
do the rating, then generate the full previews just prior to 
doing modifications on the selected photos.

Let me know if you'll find anything interesting about it.
