it already can allow HTML, but it is specifically filtering it out; though it may seem an anachronism, is is a very common mailing list rule, keeping messages small and simple, and theoretically preventing some types of attacks
a possible improvement (if convenient for Doug) would be to strip messages down to just the plain text part, rather than rejecting messages that include HTML; this would not be entirely confusion-free for the members, but it might be simpler, especially with more people using mobile email programs that are harder to control; the "Conversion to plain text" section on this page has relevant list configuration info:
