Right, cell phone tracking is not all pervasive nor always entirely evil.
If I dial 911, I *want* them to know where I am ... just not enough
replace a telephone that already works.

At least conceivably, beamforming antenna arrays at the tower (for
azimuth), and round-trip signal delay (for the range).
