I believe you don't K quite F enough; back when I was more involved with
this stuff I think there was one instance (or possibly two) where a zipcode
straddled a state line. But the question would only need to be asked in the
rather unlikely case that such a zipcode was entered.

The situation was mostly caused by local geography; the zipcode I remember 
covered a long valley in a very mountainous area; the state boundary ran
roughly down the center of the mountain range, but the extreme end of the
valley crossed into the next state. The only roads to that area, though,
ran up the valley, so it made sense to have the postal delivery area be
based somewhere where there were actual roads leading to the addresses.
