Getting a few measly dollars from Paypal was an ordeal for me, as well. 
There was no problem with my credit card (and what difference should
that make, anyway, since someone else sent me funds).  Paypal wanted
drivers license information, a utility bill, a copy of my credit card
statement, and a copy of my bank statement.  I very politely told 'em to
go rotate, used the funds on a subsequent purchase, and never used them
again ... and I'll do everything in my power to never use them again.  I
don't like their arbitrary way of doing business, their poor
communication, and their requirements for using their service.  They
want too much friggin' information just for me to use a credit card. 

BTW, when my spell checker comes across "paypal" it suggests "payola" as
a proper alternative spelling.
