That is half-true at best:

because they still need to use the local phone
company's resources for the actual phone line, you're still somewhat
dependent on what the phone company does.  (Been a rather bitter victim
of that, I prefer cable.)

cable has its own problems; unless you are in a rare area with municipal cable, you can't get cable without going through a megacorpse's servers; with DSL and a third party ISP, yes, you rely on the phone company's maintenance of the "last mile" (and in edge cases such as mine that can bite hard), but you don't go through the phone company's servers
