I remember from my high school days one of my teachers told me that one of the 
top private schools would manipulate the stats by only allowing the top 
students to sit the exams.  This made their pass rate very high.

Our ordinary suburban school trounced them if you measured the pass rate as a 
percentage of all students.

BTW I don't know if that's actually true or not but I'm cynical enough to find 
it entirely plausible :)
