sure, in a perfect world.

in reality NONE of browsers handles w3c standards 100%, and every one has
it's own non-standard extensions. msie is a "de-facto" standard, which
doesn't make it more compliant than, say, opera or konqueror

this is something i run into every single day: none of c++ compilers is
standard compliant, and writing portable apps is quite a bit of pain in the
ass. and bouncing the problems back with "hey, your compiler sucks get a
good one" is not an option (and one of the reasons, there're no "good" ones)
