This thread (asking for the same thing as Steve) https://discussions.apple.com/thread/2426287?start=0&tstart=0 suggests https://pqrs.org/macosx/keyremap4macbook/ but I am not sure if it will allow to you to remap the exact key you are wishing to modify (no personal experience). Hope that helps!
