Cotty, email list handling software traditionally accepts meta
commands within submitted messages to do things like subscribe,
unsubscribe, list the subscribers, etc. They are usually only
interpreted immediately following a newline. This list has had these
meta commands disabled AFAICT, but if one is recognized the message is
stuck in an approval-required queue / black-hole.

that is the reason the word was used in the email bounce, which stems from a narrow use of the term "administrivia" for a setting in the Mailman software; here is a post that describes what words will trigger the bounce if used as the subject or the body of a message (i would consider just turning the feature off):

the definition Godfrey posted, on the other hand, is broad enough to be a bit puzzling in context

between these narrow and broad definitions is a venerable usage in the context USENET groups and mailing lists: administrivia announcements and/or chatter about the workings of the list, as distinct from the actual topic of the list; (e.g. "can you read this?", "please donate to support the hosting of this list", and this thread); some mailing list FAQs have an administrivia section that describes how to send commands to the list server; this latter may be why Mailman adopted the term
