there are two basic ways to do this:

1) register the domain from a service that will also host the site

this can make things pretty easy, but also tie you to that provider; it is possible to move the domain to another service later, but it's a technical process that can be intimidating

for that reason it's a good idea to get a provider that you can stick with for a while; i've been with DreamHost for over five years for a couple of domains with minor sites (one hand-coded HTML, one Drupal) and i feel like they have decent prices, service and reliability; i can give you a promo code for Dreamhost that gives a discount to you and a kickback to me

DreamHost has simplified tools for deploying WordPress, Drupal and several other blogging platforms, or you can roll pretty much anything by hand that works in a Linux environment (e.g. i set up my own little Git server on Dreamhost); however you have to be a bit more hands-on if you go this way versus option (2)


2) register the domain, and then separately contract for hosting

this gives you the flexibility to set up a site (under your domain) directly with one of the major blogging services like WordPress, Blogger or Tumblr

i kind of like Tumblr for very simple blogging, especially photos; Blogger is almost as simple, less photo-centric, and owned by Google; WordPress is much more configurable, but that can mean a lot more to learn ; once you're at that level i personally prefer Drupal, but WordPress makes it easier to get started; Drupal.org itself does not host for you, so you'd have to find a provider and the charges will likely be higher
