Alan,
Eric has already referred you to the exiftool (and lenstagger if you
have LR), and that's what I was going to suggest.
However, here is one additional thought triggered by this description:
Using an EXIF editor I can add a lens info tab + the lens name manually
& then Flickr finds it but it still doesn't put it into the Elements so
the Windows EXIF is not the same as the Elements EXIF.
Based on this (assuming that you are writing EXIF information correctly,
and in the correct field), - I am suspecting that you've already tried
what ExifTool does, and that route is not working for you.
But I see some possible confusion(s) and possibilities here.
1. You said that you are working with JPEG files, and then you mention
"The lens ID is there but not the lens info because it obviously is not in
the Camera Raw look up file." Camera Raw shouldn't play any role if you
are working with a JPG in Elements. Am I missing something?
2. Now, in case you are talking about a RAW file: I am not sure how the
combination of Elements & ACR behaves, but based on what you are
describing, I might guess that it might be just ignoring the Lens Info
field, only relying on the lens ID and the lookup of that.
Typically, (at least that's how it has been for Pentax lenses circa
2-3 years ago when I researched it), lens name is NOT in the Exif. Rather,
programs (including the one on Flickr's website) interpret the lens ID.
This lens ID tag is in the area of Exif called "Maker note".
Now, as far as I know, the tags reserverd by Pentax in that area do not
have the information for the lens name. So, when you are saying you are
adding "a lens info tab + the lens name manually", -
which portion of Exif is it going to?
There are various areas of the metadata that you might be righting to.
And PE might not be looking for the lens info in the area where you are
writing. Flickr might be smart enough to scan the entire metadata for the
tags.
Also, mind that there is a difference between IPTC metadata standard and
XMP standard, and there could've been different standards in different
years (IPTC just got updated in 2014).
I am too lazy to get into the details and how that may affect your case.
I might just speculate that if you are writing something with a modern
software (ExifTool) in the area that didn't exist in the specs of the time
of your PE version, PE doesn't read it.
