1 - Sacrificing maximum resolution at the plane of focus can be a
worthwhile tradeoff for getting greater depth of field: You lose a
little sharpness in the center of the DOF but gain it everywhere else.
(Though above f/22 the losses pretty much overwhelm the benefits
everywhere.)

2 - Smaller apertures allow longer shutter speeds, which may be more
desireable in some circumstances.
