That's mainly due to the Posse Comitatus Act, which prohibits using the
military for domestic law enforcement.
The soldiers deployed to America's airports after 9/11/2001 came from
the National Guard. The governor of the state *can* use the National
Guard in that manner.
I was on airport duty at RDU airport until mid-September 2003 (when the
30th BCT mobilized for Iraq).
