Don't know about any bribery, I'm guessing that was after you passed
over into Mexico.
I visited Mexico City in 1976 & saw occasional militarized police on the
streets then.
Thinking about it, the only unusual thing in Dan's photo is that the
soldier was alone. Usually there's at least two patrolling together for
mutual support.
IIRC, you're in east central Texas - that part where it shows up as
green on the satellite photos. Travel I-10 to El Paso, and you'll pass a
permanent Border Patrol/INS checkpoint on the east-bound lanes just west
of Sierra Blanca, near the ghost town of Etholen.
They stop everyone traveling east-bound and the guys BACKING UP the
officer who comes to your window to ask if you've picked up any
passengers since leaving El Paso are armed like the guy in Dan's photo.
But, note - although the Border Patrol agents at that checkpoint are
heavily armed & militarized, they are not U.S. military. Federal Law
prohibits using the Army/Navy/Air Force/Marines for civilian law
enforcement except for extreme circumstances.
Even after 9/11 the soldiers you saw in airports, around New York City &
Washington, DC were National Guard under the control of individual state
governors.

Traveling to Mexico on vacation many times in my life we always would
encounter road stops with heavily armed military guys that would ask
you where you were going and might even search your car. In the
earliest days, a bribe was expected. Not so much any more.
