Rule number one.  It doesn't matter what OS you're using, a major upgrade is going to break something that you depend on.  If you're lucky, a working replacement will be available, if you're really really lucky, the existing software can be patched, and if you're unlucky the software will be discontinued and the user base will be so small that no one will have cared that it doesn't work.

Personally I wont upgrade to Win10 until I absolutely have to. I lost three tools on the move from XP to Win7 that have no direct replacements and couldn't be coerced into working properly no matter what I did.

Strangely Pixmantec's Raw Shooter Essentials, still runs on Win7 where newer software does not.  I really miss using that too and I have it installed, but even Pentax Digital Camera Utility 4.x has a better UI these days.

That said, 4gig of ram is pretty low for running photo editing software with a modern OS.   I'm doing it but I'm also two iterations of the OS back and still editing using CS2.  Which by the way is very fast on new hardware and Win7.

However I suspect that some legacy dll that was supplied with the original Win10 installation was deleted replaced or more maddeningly installed in a directory that comes before the one you need to use on the program search path, if Elements still uses the program search path.
