I don't think it gives you any particular benefit WRT image quality.
It will change the contrast slightly, which is why I do it. I often
process with wet reels, and during the loading process I get water
drops on the film. Those drops cause changes in density. If I pre-soak
they go away because the whole film is wet...

I usually process with 5 rolls. I used to worry about this too, but
can't see a difference between the top roll and the bottom one.

XTOL or D-76 for the slower stuff, Microphen or DD-X for the fast
stuff.
