Methinks it goes a long way to explain how helpless they all feel in
front of a situation that practically noone of us has ever been in.

For most of Western Europe this is the first major crisis in living
memory. Our parents and grandparents have lived through one or even two
wars, but most people born here after 1945 have never been in a
situation where they were unable to travel, go out, or shop at their
leisure.

So, yes it's idiotic to buy ridiculous quantities of TP or bottled
water. Still, I think we should cut them some slack. It's their way to
deal with an abstract danger and an enormous insecurity. If a truckload
of TP makes them feel a little better, well, let them have it.
