If you're talking about the Apple supplied email client, there's no such thing 
as "macmail" … it is Mail.app on macOS, usually just written as Mail. And the 
"Rich Text" vs "Plain Text" form of mail can be chosen on the fly by typing 
"command-shift-T". That keyboard command toggles between them, and flips back 
and forth on the Toolbar icons for same that you can configure into your 
message editing window.

On iOS and iPadOS, the Mail app does not include the ability to switch from 
plain text to rich text (or vice versa), it defaults to plain text for any 
simple text stream, but switches to rich text with html encapsulation if it 
encounters any links or formatting. The latest versions evaluate any html link 
and wrap a preview around it even if no other formatting is applied. So far the 
"enclose links in angle brackets" trick does not pass the PDML server for me… 
and that's the ONLY place it doesn't work, it seems to work on every other 
plain text only mailing list I subscribe to. Twisty stuff.

This works perfectly well on my iPads and iPhone when typing a message in Mail: 

  Settings > General > Keyboard
   Auto-Correction set to OFF
   Check Spelling set to ON

In macOS Mail, use the Mail menu system to configure spell checking as you 
desire it...

  Edit > Spelling and Grammar > Correct Spelling Automatically :: check OFF
  Edit > Spelling and Grammar > Check Spelling > While Typing :: check ON

… That gets the behavior you want.

Fun fun fun. I mostly post to PDML from macOS Mail and have no problems doing 
so if I toggle it to plain text before I send; I keep Rich Text set in the Mail 
Settings because most everything other than a couple of mailing lists is fine 
with rich text now. It seems with the latest iOS/iPadOS Mail app, I'll restrict 
myself to simple msgs with no html links … or I'll find another email app that 
works with my existing Apple email server accounts and allows me to force plain 
text sends. There are a few possibles out there.
