External peripherals other than monitors, mice, and keyboards, should
always be powered up/down with their own switches, just for safety's
sake.  Many of them will "require" that they be started before the main
system, and shut down after it.  This can be due to the "handshaking"
that needs to occur between the system and peripheral as the system
starts.
